Barney Frank: bill, they cannot consistently be supportive of this amendment. the principle is the same. the principle of no retroactivity a terrible abuse of the taxpayer or is it a matter of fairness? it can't be both. so members who vote for this amendment are votingo ratify what was done in the recovery bill.
