Jon Kyl: illegal immigrants, the amnesty was granted, the border was not secured. and i know there's an argument on the other side side that -- side, that, well, if we secure the border, then some people will not want to do comprehensive reform because there -- they won't have any incentive to do so anymore. i don't think that's right.
